Startup programs can't be modified from there, you need to open task manager FYI > Be very careful with this make sure to use Asus bios for your specific GPU model. Ok try this go to run > type msconfig > enter > click startup > disable everything except for obvious things like audio drivers > reboot try again

When I open HWMonitor on the other hand it shows GPU clock as 1481 MHZ and it's also doesn't go up or down, I don't know which one is correct and why the card is not going up to boost clock? I have just bought ASUS GTX 1080TI Founder Edition, while I'm monitoring the GPU clock via ASUS Tweak it shows 570 MHZ and it doesn't go up or down, doesn't matter if I'm in the game or not.
